Keyword matching in a new adwords PPC campaign?

Start with broad match then refine refine refine?
OR
include a broad, phrase and exact match for every keyword in the adgroup?

You might want to consider actually starting with phrase match and exact match for new campaigns. These should:
1. Convert better than broad match, thereby increasing your ROI.
2. Have higher click through rates (assuming you have written tight ad groups with relevant ad copy) which will increase your quality score and position.
After several weeks, if you more room to play with your profit margins, consider adding broad match terms but make sure you have a decent negative keyword list.

Use a broad campaign to fish for user terms you may not have thought of with a search query report. Exact will always be best for conversion.
